I‘m pretty sure that the JTF-2 stood up in the early 90‘s during the Somalia mission. NDHQ didn‘t want to confuse the special forces guys from the Joint Task Force on the ground at the time, but giving it a fairly bland and non-descript name at the same time.

it could have been, but supposibly jtf-2 is based on jtf-4,
