See, the problem is that the CF controls the medical standards for cadet camps, and bases their determination on a whole lot of factors. 

Pea is correct, some camps accept health conditions that others don't, due to medical resources available.  If you put a sick cadet on a wheeled cot in the Vernon MIR, and let it roll down the hill, in about 3 minutes it's going to end up in the Vernon Jubilee Hospital ER, hence Vernon takes the really sick or prone to be sick cadets.  Even Vernon has turned away some allergies or diseases.

With regards to asthma in the CF, here's some links, just so you can get a feel for how seriously we take conditions that might spontaneously cause people to die.  I know they're not all pertinent to Cadet camps, but just so you get the bigger picture.
